The tank should be full upon receipt of the vehicle so that you will not have to be inconvenienced by the necessity of stopping at a service station before embarking on your trip. Once the tank is empty, you will be responsible for refuelling the vehicle. You will not have to return the vehicle with a full tank but have the courtesy not to return the car with the fuel gauge totally on the empty line.
